Frank is a Senior Director of the International Department of Nicholas O'Dwyer and a major shareholder of the firm. He has over 33 years experience with Nicholas O'Dwyer working in the consulting engineering sector and has been resident overseas for 19 years with direct involvement in design and supervision of infrastructure projects (including roads, water supply and sewage schemes) funded by European Commission (EC), World Bank (IDA), United Nations (UN), BADEA, private clients and individual Governments.

Since 1998 Frank has been responsible for the management of international projects from the Head Office in Dublin providing project support and expert inputs for contracts procurement and administration.  Frank has particular experience in the site management of road projects (using FIDIC and EDF Conditions of Contract) in Ireland and overseas.
